Retired Marine Gen. John F. Kelly, President-elect Trump’s nominee for chief of the Department of Homeland Security, believes medical marijuana is legitimate.

Retired U.S. Marine Gen. John F. Kelly will be President-elect Donald Trump’s nominee for chief of the Department of Homeland Security, according to a Dec. 7, 2016, article on The Washington Post’s Wonkblog.

Kelly used to lead U.S. Southern Command, which oversees security concerns in the Caribbean, Central America and South America—places from which much of America’s illegal drugs and illegal immigration originate.

Wonkblog’s writer, Christopher Ingraham, cites an interview with Kelly that appeared in the Military Times earlier in 2016. In that interview, Kelly said U.S. drug policy should focus on reducing demand for drugs, and he said he believes medicinal marijuana has a legitimate medical purpose.

“The solution there is for Americans to stop using drugs,” Kelly said in the interview. “Now, you’re never going to go to zero, but we’ve got great programs to convince Americans not to do things—or to do things. We’ve got great anti-smoking programs. I think when I was a kid a pack of cigarettes was 25 or 30 cents, and 70 percent of Americans smoked. Now I think it’s 23 percent and, of course, it costs you a million dollars to buy cigarettes.”

Regarding medical marijuana, he told the Military Times, “I’m not a doctor, but I’m told it has a medical use. So whether it’s veterans or anyone else, if it helps those people, then fine. Medicine is medicine.”
